Breaking: Brent Council's proposed council tax increase of 3.99% agreed

Councillors have voted for a 3.99 per cent rise in council tax bills, putting Brent among the 86 per cent of councils across the UK which are set to increase council tax, according to a recent poll.

Following a six-year freeze, and in line with Government expectations, the council's share for the bill is set to rise by 3.99 per cent while the Olympic levy has fallen, meaning overall an average 'Band D' household in Brent will pay an extra 45p per week from April.

The decision, which comes after weeks of consultation, was made at last night’s Full Council meeting (February, 22) and follows the implication by the Chancellor, George Osborne MP, that many local authorities could not cover the cost of adult social care services from existing budgets.

Rather than providing adequate Government support for services, including care for elderly residents in their own home and support for adults with disabilities or mental health needs, councillors heard from the Leader of the Council how the Chancellor has instead given local councils the option to raise council tax.

Around 86 per cent of authorities are expected to increase council tax, according to research from the Local Government Information Unit (LGiU) which was released last week.

Leader of Brent Council, Cllr Muhammed Butt said:

“Councils across the country, including Brent, have made significant savings over recent years and we are now in a situation where councils are no longer properly funded to provide services like caring for our vulnerable and older residents.

“This means that, as well delivering savings, some 86 per cent of councils across the UK are now having to raise bills to help bridge the funding gap.”

The council has endured cuts of £117million since 2010 and needs to cut an additional £60million by 2019, leaving critical services exposed. The rise is expected to raise around £4million a year with around a half going towards care for the elderly.

"We will continue to take a more business like approach in planning our finances and providing what local people depend on the most,” Cllr Butt added. “This will include adopting a more commercially minded approach and more partnership working with voluntary groups, contractors and residents.

“We will also continue to protect the council tax support scheme for those residents on modest incomes to ensure that those less able to pay council tax continue to be supported."

"There is a new women's only writers workshop which launches on Saturday 26th March located at the Secret Garden, Willesden Green, London. The classes will feature guest speakers from a number of industries within the writers industry. Attendees will be able to learn, network & work to targets throughout the workshops. The workshop owner Petula Hippolyte wanted to start something that was local to her, affordable & help others achieve their writing goals."









Miró Madness at Sylvester Fine Art

Miró: Original Lithographs and Etchings opens at Sylvester Fine Art on Saturday 12 March.  This latest exhibition from the gallery in Belsize Village features a wide range of prints from this surrealist giant of 20th century art.

Miró was a prolific print-maker throughout his life, receiving many awards for his work in this medium including the Venice Biennale print-making prize in 1954.  It was through the medium of print that Miró gave voice to his fantastic universe of signs and symbols; Miró was able to create a magical world populated by strange configurations in vivid colours.

Throughout his career Miró remained true to the basic Surrealist principle of releasing the creative forces of the unconscious mind from the control of logic and reason.  He stood apart from other members of the Surrealist movement producing innovations in the field of abstraction while using none of the superficial devices of some of the other Surrealists. Much of his work has a delightful touch of playfulness although he was also able to produce work of a more somber or savage quality like that inspired by the Spanish Civil War.

This selling exhibition will comprise work from a number of well-known and lesser-known editions, including Les Pénalités de l’Enfer, Cartones, Le Courtisan Grotesque and Maravillas Variacionas Acrósticas en el Jardin de Miró.

Miró: Original Lithographs and Etchings will run until 10 April 2016.

Jobs growth in zones 2 and 3 set to outstrip zone 1

The fastest rate of economic growth is happening outside of central London, new analysis revealed today (Feb 26).

 

Major regeneration projects and greater access to affordable office space in Brent, Haringey, Lewisham, Hammersmith & Fulham and Wandsworth is driving up demand, according to research from by Bilfinger GVA.

 

The findings show that the jobs growth rate in zones two and three will outstrip that in zone one over the next 20 years.

 

Brent is set to deliver 15,000 news jobs over the coming 10 years alone.

 

Prime rents in central London have increased by over seven per cent in the past year, most likely explaining why in outer London the office vacancy rate is at the lowest it's been for eight years at around 5%.

 

Brent Council's Leader, Cllr Muhammed Butt said: "Brent is an ambitious borough and an emerging powerhouse of London that is perfectly placed to take pressure off an overheated Zone 1. The investment we are seeing in Wembley, home of the iconic Wembley Stadium, truly represents our vision coming to life.

 

"Here we are creating a well-connected environment for businesses to thrive as well as thousands of new homes and an unparalleled leisure offer. Only 12 minutes from Baker Street, it is on the frontline of the new growth opportunities in London."

 

Gerry Hughes, chief executive of Bilfinger GVA, said: "The data clearly shows a rebalancing of London's economy as jobs and growth spreads from the centre. London's leaders should take heart from this change which can only be positive for the capital, bringing opportunities for people and businesses beyond the conventional boundaries."

 

The event was held at the Bilfinger GVA offices in central London.

Brent wants Wembley Crossrail link

A future Crossrail link between Old Oak Common and Wembley has been called for by the Leader of Brent Council on Friday 26th February 2016, in response to research showing that London's economy is spreading outwards from the centre.

 

Cllr Muhammed Butt spoke at an event in central London today (Friday 26) which was held to talk about economic growth in light of research showing that major investment is moving out from central London and is rebalancing London's economy.

 

He spoke alongside the Leaders of other London boroughs and London's Deputy Mayor for Policy and Planning, Sir Edward Lister, as well as representatives from Bilfinger GVA who presented their research on the changing London economy.

 

Cllr Muhammed Butt, Leader of Brent Council said: "With the central London economy expanding outwards, we think that a Crossrail link between Old Oak Common and Wembley would make perfect sense and should be brought forward in the future to unlock further opportunities."

 


BHP search for future community leaders through resident academy

Brent Housing Partnership (BHP) is looking for future community leaders among the borough’s council tenants and leaseholders through the ‘BHP Academy’ project. 

The  Academy gives local people training and confidence in taking on leadership roles such as Board Membership and help them to make a difference in their communities. 

 

Thirty residents signed up to the Academy when it was first launched last year and many of these are still active members; four were elected to the BHP Board of Management in September 2015. Those who taken part have been offered an opportunity to participate in a comprehensive training and development programme which they helped create. It has also equipped residents to be effective at Board level, and to organise and participate in their communities, building on their skills, experience and interests.

The closing date for applications for the BHP Academy is Monday 14 March so if Brent council tenants or leaseholders would like to get involved they should complete an online application form on http://www.uk-engage.org/bhp or download a form from BHP’s websitewww.bhphousing.co.uk. How to support a bereaved child this Mother’s Day

Mother’s Day is traditionally a time for us to thank mums forall they have done for us, but what happens when they are no longer around?  It is estimated that almost 5 per cent or around 1 in 20 young people in the UK will have experienced the death of one or both of their parents by the age of 16.*

It is likely that children and young people experiencing bereavement will go through a range of emotions as they adjust to this enormous life change.  For children who have lost their mum, times such as birthdays, Mother’s Day and Christmas can be particularly difficult but equally, it can help children through the grieving process if they can mark them in some way.

Relate London North West has put together some advice for anyone who is caring for a child who has lost their mum.

Relate counsellor, Sue Lewis, counsellor at Relate London north west said: “Mother’s Day is usually a time to celebrate but for others it can be a time which stirs up emotions of pain and loss.  For children who’ve lost their mum, it can be particularly hard when friends are spending special time with their mums and making them cards or gifts.  
One tactic is to ignore the day but this is often not helpful as feelings become suppressed. Instead they may find it therapeutic to mark Mother’s Day by making a card with a personal note inside or by looking at photos together.  These actions may reassure them that although mum is no longer here, she will never be forgotten.”

How to support a bereaved child this Mother’s Day– Sue’s advice:
Let them know you are there for them:  Explain that you know this must be a difficult time for them, but that if they want to talk you are there for them whenever they feel ready. 

Suggest that they do something to mark it: Ask them if they would like to make a card for their mother and perhaps include a letter inside which can help them to express their feelings. 

Look to siblings for support: Ask siblings to support one another and look out for one another during this time.  Perhaps they may want to do something together to remember their mum such as look through photos, make a memory box or light a candle.

Remember that people grieve at different stages: If the child doesn’t want to talk, make a card or mark the event in some way then understand this is normal and perhaps gently revisit it another time.

Remind their teacher:  Often schools will get children and young people to make cards or gifts for Mother’s Day. They are likely to be sensitive to the fact your child has experienced loss but it can’t help to remind them so they can factor this into their lesson planning.  

Don’t forget your own needs: It can be tempting to place all of the focus on the child who is grieving but if you were close to the person too – perhaps they were your spouse, partner or child- then make some time for yourself to reflect and get support if needed.  This will allow you to better support the child.

Consider counselling:  Bereavement counselling may be good in the earlier stages but later down the line if bereavement continues to affect behaviour or family relationships then the family counselling provided by organisations such as Relate may be helpful.

An enthusiastic bunch of local primary school children recently piled into the Woodhouse Urban Park construction site in South Kilburn helping Councillor Margaret McLennan of Brent Council plant a new tree to mark a key milestone in the creation of the new park. 

Due to open this spring, Woodhouse Urban Park forms an important part of Brent council's multi-million pound regeneration of South Kilburn. Located off Albert Road, it was designed in consultation with the local community and will feature modern, sustainable play equipment and furniture along with new trees and plants.

Councillor Margaret McLennan - Lead Member for Housing and Development at Brent Council - said: "We had a great time planting the new tree and seeing how the new park is quickly coming to life.
"This fantastic new space in South Kilburn will truly benefit the area and will certainly create a better place and a better environment for children to play in. We can't wait for it to open!"

Review: "The Switch" at the Tricycle Theatre

I hadn't experienced "immersive Theatre" before but had read and heard reviews of various productions in the newspapers and on arts programmes such as BBC Radio Radio 4's Front Row. It always intrigued, but I concluded the form was not for me, like say, some out-there art installations: just a tad too cerebral or dare I say it...pretentious.

"The Switch" at the Tricycle Theatre
Anyway in "The Switch" the audience finds itself being thrown into a dramatic scenario and encouraged to communicate one-to-one with members of the cast.  We are in a post-apocalyptic eco-disaster-ridden world being shuffled around the offices and passageways of TriCorp Centre (Tricyle rehearsal rooms with flashing lights and whining alarms). The way out of the catastrophe, that is now suddenly threatening all life on the planet is to switch to "The Machine" - a form of secular heaven.

Rather than spoil the reader's enjoyment of a play that is built largely on shock and awe, by describing it in greater detaiI, I would just say go and see it, or better still, get 'immersed' and respond to the almost robo-militaristic staff of the sinister TriCorp. (I was reminded slightly of the synthetic love-bombing I once experienced at a mistakenly attended AmWay recruitment session.) But this is (oddly) fun and exciting like paint-balling without the mess. Of course the serious parallel to our present eco-situation is ever-present.

"The Switch" is based on a thought experiment The Experience Machine put forward by philosopher Robert Nozick and was created in workshop by the cast and crew. It is not the least bit pretentious in the negative sense I alluded to at the beginning. The acting and directing is sure-footed and always credible: a great credit to the ensemble in what must necessarily be a somewhat loosely scripted piece.

"The Switch" is part of "Takeover 2016", where young people take over the production and presentation of plays in the Tricycle Theatre.

Fortune Green Gym raises £500 for Sports Relief

Local residents joined staff and members of The Gym on Fortune Green Road last week to help 2 spin bikes keep moving non-stop for 24 hours, covering 2,034km with 73 pumped participants, raising nearly £500 for Sport Relief.









The event started at 12 noon on Wednesday 16th March and included a prize raffle with sponsorship from Nando's, local barbers The Groom Room and White Rose Dental Studio as well as donations of free sessions by The Gym's Personal Trainers and free memberships donated by the company.

Nando Stenning, Assistant General Manager at The Gym West Hampstead said:

"It got a bit bleak by 3am, but we pushed through and were overwhelmed at the generosity of our members and the local community, who joined in by riding the bikes and donating. We had hoped to cover 600km but had smashed that by dawn. In fact, we had to bring up a third bike because so many people wanted to join in with the buzz. 


"Highlights included a morale boosting team talk by the Nando's Chicken, a tweet of support from Tulip Siddiq MP, and an epic piece of spinning by 19 year old footballer Harry Grimes, who popped in at 2am and found himself finishing at 5am after covering an incredible 140km”. 

"The Gym Group would like to thank everyone who supported us with this local event for Sport Relief 2016".


Pupils plant time capsule in South Kilburn

Forward thinking pupils from Kilburn planted their very own time capsule in the Queens Park Place development site off Albert Road in South Kilburn last week (Thurs 17 March 2016).

The children collected drawings and messages from their classmates at Carlton Vale Primary School depicting what they imagined South Kilburn to look like in 25 years time and placed them in the time capsule.
The time capsule will not be opened until 2041 after the area will have undergone a massive transformation following Brent Council's extensive regeneration programme which is currently underway.
The South Kilburn Regeneration Programme is an ambitious construction scheme which will create a vibrant community that stands the test of time through the development of 2,400 new homes, half of which will be made available to existing secure tenants. 
The regeneration will also deliver new improved open spaces such as Woodhouse Urban Park, new shops, new health facilities and a new school.
The Queens Park Place development, where the time capsule was planted, will deliver 144 new high quality homes of which 28 will be affordable, along with basement parking, a brand new Marks & Spencer, and associated landscaping.
Councillor Margaret McLennan, Lead Member for Housing and Development at Brent Council said: "It was great to see the children so engaged and excited about the transformational changes that are happening all around them.
"The aim of the regeneration programme is to make the area a better place to live and I hope that in twenty five years time we will see that has happened."
"The Queens Park Place development is a great example of the kind of quality living environment that we want to create here and I was impressed by the progress being made on site. Attracting a well respected major retailer such as Marks & Spencer to the area is testimony to the success of the regeneration programme."

London-born Kayaker to represent Jamaica in the Rio Olympics

TONY GREYSON-NEWMAN - The London born sportsman who will be representing Jamaica in Sprint Kayaking has now been appointed core brand ambassador for the multi million Aquatic Center in downtown Jamaica, West Indies.

Also known as 'The Jamaican Kayaksman' Tony has been competing internationally including, London, Spain, Ireland and Atlanta in the next few months. Over the past two years, working hard to his dream to become the first Jamaican to compete at the Rio Olympics 2016 however, if the opportunity doesn't present itself, Tony continually aims for the Tokyo games in 2020.

Since Tony's recent success, he was approached by the Jamaican Rowing Federation president, Leon McNeil who was looking for brand ambassadors for his new project in downtown Kingston. The Palisadoes Aquatic Sports Center, a multi-sport and fitness complex designed to a water sports hub which help increase the economy development, support the community & providing a camp for international athletes.

Irish Rep Review by Nathan Williams

The Kingsgate Community Centre, next to Kilburn Grange Park,  is a
slightly ramshackle little gem of a hall that offers up everything
from toddler play sessions to self defense classes (and has a great
little cafe). However you wouldn't necessarily go there expecting top
class theatrical performance. That's all changed this Easter with the
London Irish Rep company taking up residence there.

The main hall has been converted into a great little theater - small
enough to feel intimate but large enough to feel like a proper
performance space. With raked seating you get an excellent view
wherever you are. The season consists of 3 plays: the Classic "The
Playboy of the Western World", a new work "So An Englishman walks into
an Irish bar" and the one I saw "An Apple A Day".

This play was written by the Irish novelist and play-write Elizabeth
Connor in the 1940's. Although performed at the time it was never
published and was forgotten. That was until an American, Ann Butler,
managed to track down a surviving relative and discovered a trove of
Connor's writing which she painstakingly catalogued. Now Connor's 1942
play is being performed here in Kilburn for the first time in 70
years. It turns out to be a very enjoyable tale - a black comedy that
feels surprisingly modern in some of its themes of community and
gender. It tells the story of a keen young doctor turning up in the
remote fictional town of Carrickmahon where his presence is very much
not wanted. The play then follows the townsfolk's attempts to keep the
doctor away whilst he tries to gain acceptance. Whilst not, perhaps, a
lost masterpiece, it's a nicely paced play with some great lines.

What really made the night was the uniformly excellent cast - playing
for laughs but with enough depth to make us care about the characters.
The sets and lighting were simple but effective and the overall result
was a production every bit as enjoyable as most West End productions.
I'm very much hoping to catch the other plays in the series and given
the talent here I'm sure they'll be just as good. Being a new venue
for theater it may take a while for word of mouth to spread but it
certainly deserves good local support.

The London Irish Rep are are in residence at Kingsgate until the 10th
April and tickets are very reasonably priced (just £10 each if you see
all 3).

Cream tea and celebration for the Kilburn Good Neighbours project

Saturday 1st April, Abbey Community Centre celebrated the start of spring – and its hugely successful Kilburn Good Neighbours scheme. They had a scrumptious cream tea (thanks to M&S on the Kilburn High Road for your hot cross buns!), a raffle and a visit from Mayor Larraine Revah – all to the soundtrack of some classic ABBA tunes of course.

Kilburn Good Neighbours currently provides support for over 150 local older people in their homes with the help of volunteer visitors. Volunteers pop round to have a chat and cup of tea, and might help with odd jobs round the house or drop off a pint of milk or magazine. Small things – but seeing a friendly face can mean the world to people who are less able to get out and about, or whose families might have moved away. “Without Kilburn Neighbours my windows would not get cleaned,” said one Good Neighbours member. “I would miss the social events and the staff - who are very, very, helpful.”

We are always on the lookout for new volunteers to take part in this supportive befriending programme. Residents aged 18 and over in the borough will not be able to have their say in the Mayor of London and London Assembly elections on May, 5 - unless they are registered to vote before the deadline of Monday, 18 April 2016, which they can do by visiting www.brent.gov.uk/register



Carolyn Downs, Returning Officer for Brent and Harrow, said:

“The electoral roll has changed since the last time residents cast their votes in the 2012 Mayor of London and London Assembly elections, so it is important to check that you are registered to vote and to register if you are not.

“Elections are an opportunity for you to hold elected members to account and to influence the way in which the city is run, so it is very important that you have your say and vote.”

Once registered to vote, Brent residents have until Tuesday 19 April 2016 to apply for a postal vote and avoid the need to turn up to a polling station in person on election day to cast their vote.

Kilburn residents will also be taking to the polls on the same day as the London elections to elect a new representative to Brent Council, following the death of Tayo Oladapo after a long illness.

Nominations to stand for election closed on Thursday 7 April 2016 and the list of candidates has now been published on Brent Council’s website.

The deadlines to register to vote and to apply for a postal ballot paper for the Kilburn by-election are exactly the same as for the Mayor of London and London Assembly elections.

Onggi Master in search of a beautiful life

Wednesday 11 May marks the first day of the next dedicated exhibition to arrive at Sylvester Fine Art and it will showcase the work of Korean potter, Lee Kang-hyo.  This is the first time that Lee’s work has been available to buy here in London and is therefore an opportunity not to be missed.  Lee’s work can be found in major museums across the world, including Victoria & Albert Museum and The British Museum here in London as well as in public and private collections as far afield as America, France, Israel, Italy and Japan. 



Lee is world famous for mastering the traditional Korean form called Onggi and the technique required to make them.  Onggi are earthenware pots used in Korea for fermenting and storing food and are built from long coils of clay formed with a wheel and paddle; a process which Lee has mastered with skill and precision over the 30 years that he has been practising his craft.

Not only is Lee an Onggi master, he is also skilled in the use of Punch’ŏng; a form of Korean stoneware where the coarse dark clay body of the pot is coated with a white slip and then freely decorated using many different methods.  The style emerged in the early Joseon Dynasty at the end of the 14thcentury.  Lee is an artist who has taken traditional forms and techniques and made them relevant to a modern audience. 

He says of his work, and indeed that of any artist, that it reflects his life.  “The everlasting theme in my work is based on mountains, fields and sky. Everything that exists has its own reason and beauty. Making something with clay with the hands and then painting white over the surface is an expression of my dream. I am alive at this minute.”

Lee’s work is available to view and purchase from 11 May at Sylvester Fine Art and the exhibition will run for four weeks.
